Feedback on Wednesday's CAPE meeting

1. Some success by our police preventing anti-social behaviour through Operation Condor, involving a 6pm-2am shift on Green Lanes

2. Boris Johnson's upcoming changes means that the Bowes/Southgate Green local police centre is being shut down, with our team working out of Southgate centre now.

Further away from Bowes, where we will soon have only one dedicated PC and PCSO

3. The new requirement is that the police achieve 20% greater prosecution with 20% lower budget

!!!! TORY CUTS

4. Work being done to prevent/prosecute parties who are trading on the highway

Problems with wheeled bin collections on North Circular

We are aware that X houses on the NCR do not have wheeled bins because it is unsafe to organise a normal collection service on a fast road like that

Yet we want to analyse the situation to see what can be done to improve residents' service

A survey is being organised by the Council's Environment Department at present

Will revert soon with results

Bowes Primary just had an OFSTED inspection

Will publish the results ASAP

(Don't forget the School Fete there on 23 June)

Streetscene ....Brownlow

· Pole outside 104 & 106 Brownlow Road

Re: the removal of the pole outside 104 and 106 Brownlow Road. We issued a works order to our contractor, on 9 May 2013, for the pole to be removed and the footway to be filled within 24 hours.

· Overgrown Hedge outside 96 Brownlow Road
This location was inspected by a highway officer on 3 May 2013. As the overgrown vegetation originates from a private property we are unable to clear the obstruction at this time however, we have written to the owner of the property requesting that they rectify the problem. Should they fail to carry out the work we will take the appropriate enforcement action which could result in an instruction to our contractor to clear the obstruction and recovery of the costs from the owner.

· Kerb at the junction of Brownlow Road and Elvendon Road
This section of road was inspected on 9 May 2013

I hope this answers your enquiry.

Ongoing battle against fly tipping

Letter from Council officer to local resident

Dear XX
I am pleased to advise you that our street sweepers have now cleared the waste at both locations in Bowes Road, indeed for the second time this week.

We work with our colleagues in the Environment Enforcement Team and evidence when found is collected in an attempt to identify the individuals concerned.

Thank you for bringing this matter to our attention and I can confirm we will continue to monitor and clean as required.

Yours sincerely

Cleaning up the overgrown vacant lot on Tewkesbury

As part of our ongoing patrols of the ward, Bowes Labour has identified a longstanding fly tip halfway down Tewkesbury Terrace

We've called in Notting Hill and the Council and they are collaborating to clean the site up and erect a new boundary fence

Bowes Primary Quiz Night - big success!

Loads of parents, lots of fun - try taking a plate of vegetables and turning them into a recognisable face in less than 15 minutes!

For info, some Friends might be picnicking in Broomfield this Sunday

Otherwise, we look forward to the School fete on Sunday 23 June. Really hot weather the last two  years, hopefully this year as well.

Your Bowes Labour councillors will be present. Non-political, of course.

Getting a GP health trainer to Southwest Enfield...

... is on the cards

This is a small team of specialists who help members of the public to regain control of their lives

Often this has to do with prescribing healthy exercise and cooking regimes

Will keep residents informed but remember that Bowes Labour is arguing for an increase in our local health provision - including (but not limited to) a new GP surgery at a refurbished Palmers Green library complex

Do you need help with Emergency Costs?

Emergency Payments can be awarded to people who require immediate short term financial help

Local Assistance Grants can be awarded to people who need help to establish themselves in the community following a period in prison, hospital or residential care

To apply for either, visit the Enfield Council website

www.enfield.gov.uk/emergencysupport

Deep 50 AGM today - Bowes Labour was happy to be present and support the community

In addition to normal proceedings, we were able to contribute in a small way by bringing information about Enfield's Big Energy Switch operations, and by inviting our Deep 50 friends to the Bowes Ward residents priority fund stakeholders meeting taking place late May

Lorna our sergeant gave a useful talk

As did an Enfield Council health trainer, who especially focused on diabetes

NOTTING HILL ANNOUNCEMENT

THE LATEST PROPOSALS FOR SITES 11 AND 14 (TECHNICALLY NOT IN BOWES WARD BUT RIGHT NEXT DOOR) CAME TO THE PLANNING COMMITTEE THIS WEEK

ACHILLEAS GEORGIOU, REPRESENTING THE BOWES LABOUR COUNCILLORS, MADE AN IMPASSIONED APPEAL TO DOWNSIZE THE PROJECT SIGNIFICANTLY  REJECT THE PROPOSAL FOR REASONS INCLUDING LACK OF PARKING (AMENDMENT BY A.S. - WHEN I FIRST UPLOADED THIS MESSAGE, I THOUGHT THAT ACHILLEAS HAD BEEN PURSUING A HEIGHT ANGLE BUT IN FACT HIS ARGUMENT WAS DIFFERENT AND OTHERWISE MORE CRITICAL)

THE PLANNING COMMITTEE OVERRODE BOWES LABOUR'S OBJECTIONS, HOWEVER, PRESUMABLY BECAUSE OF OFFICERS' ADVICE THAT THE NOTTING HILL PROPOSALS ARE ACCEPTABLE UNDER THE LONDON PLAN AS IT CURRENTLY STANDS

THIS BEING THE CASE, AND AGAIN PRESUMABLY, THE COMMITTEE MUST HAVE THOUGHT THAT IF IT REJECTED THE APPLICATION, NOTTING HILL WOULD HAVE NO PROBLEMS  SUCCESSFULLY APPEALING ITS DECISION AT A HIGHER LEVEL, WITH THE HEFTY LEGAL COSTS OF THIS APPEAL FALLING UPON ENFIELD TAXPAYERS

YOUR BOWES LABOUR COUNCILLORS WILL NEVER STOP FIGHTING TO MITIGATE THE EFFECTS OF OVERCROWDING AND HIGH POPULATION DENSITY IN THE WARD.

WE WILL LOBBY FOR MORE AMENITIES PROVIDING SERVICES TO LOCAL RESIDENTS

WE WILL GET THESE AMENITIES

PINKHAM WAY ANNOUNCEMENT

THINGS HAD STARTED TO STIR AGAIN ON PINKHAM WAY - AND THEN WE RECEIVED THE FOLLOWING NOTIFICATION THIS MORNING

"I am writing to let you know that the North London Waste Authority has (24 April) formally withdrawn the planning application for a waste facility at Pinkham Way that had been submitted to London Borough of Haringey in May 2011. We originally announced our intention to withdraw the planning application in December 2012.

An announcement has been made on our website, nlwa.gov.uk, which will be publicised via our Twitter feed, detailing that, as previously announced, the Pinkham Way site remains relevant to NLWA’s service requirements. You can read the full announcement here - http://www.nlwa.gov.uk/news/newsdetail/2013/04/25/nlwa-withdraws-planning-application-for-pinkham-way-site

Please let me know if you would like any further information.

Advancing quickly on green space behind Millicent Grove

The consultation results have been processed

And now the financial negotiations start

Will hold a final open door residents meeting soon

But looking good!

Letter sent to stakeholders tonight re: 2013-2014 Bowes ward Residents Priority Fund meeting

It's that time of year again when we organise a meeting with leading local stakeholders to discuss the allocation of Bowes ward's Enfield Residents Priority Fund.

A word of warning - Government cuts are no joke. The Council has had to reduce all wards' allocation by one-third, meaning that Bowes will be looking to distribute "only" £67K this year.

But still....

The date we're looking at is Thursday 30 May at Trinity at Bowes Church, starting 8pm.

Local stakeholders have received their invitation.

CPZs in West Bowes?

Like Highworth?

The problem is that most people voted against recently

So although we've received recent queries about opening a new consultation, there was a democratic vote against

Results of consultation re: changing parking lines on Mitchell

Thank you for your E-mail dated 8th April 2013 concerning the removal of the peak
hour restrictions on the south side of Mitchell Road

The Council consulted the 69 properties in Mitchell Road on the removal of the
restrictions and received 34 responses. Of those 34 responses 19 indicated that they
wished to retain the restrictions with 14 indicating that they wished to have the
restrictions removed. There was 1 unclear response.

In detail, 9 of the responses in favour of retaining the restrictions came from the south
side, with only 2 from the south side in favour of the restrictions being removed
Therefore, the overall response from both sides of the road was for the retention of the
restriction and a strong majority on the south side was also in favour of retaining the
restrictions. Consequently, it is proposed that no further action is taken to remove the
restrictions from the south side of Mitchell Road.

Labour warns of over £3.5bn black hole in school repairs budget

Less than £600m announced in latest spending figures

Labour is today warning of a gaping black hole in the budget for school repairs and maintenance that totals over £3.5 billion.

Figures obtained through Freedom of Information requests show that in the 89 local authorities who have responded (59% of the requests made) the estimated total cost of the repair backlog in schools in England is £3,606,502,746. Across all local authorities the figure is set to be even bigger.

The Tory-led Government’s capital allocation for 2013/14 will cover less than a quarter of the real costs – they have allocated £595 million of capital to local authorities to support the needs of schools and Sure Start children’s centres they maintain.

Stephen Twigg MP, Labour’s Shadow Education Secretary, said:

“David Cameron slashed funding for school buildings by 60 per cent when he came into office – twice the Whitehall average cut to capital spending.

“Too many pupils are having lessons in classrooms that are crumbling, overcrowded or with leaky roofs. David Cameron and Michael Gove are letting pupils and parents down – they must get a grip.

“Labour would bring forward capital spending on schools to get our flat-lining economy growing again. That would be good news for construction jobs and good news for children."

A few items from CAPE meeting

1. Crime mostly down but there have been incidents. Not something we want to detail on the blogspot but know that the Bowes Safer Neighbourhoods Team has medium staffing - not as high as before Boris and the Tories started slashing - but not at its lowest either. Sergeant, 2 PCs, 3 Specials, 4 PCSOs.

2. Random!

- Fast growing lleyandi trees- Council might get involved but you have to call it in

- Collection of bulky waste

* non-recyclates have to be paid

* but recyclates like metal can be picked  up for free (7-day turnaround)

Looking to organise a new meeting with Notting Hill Housing Trust

Whatever gets built, it needs to respect advanced environmental construction standards.

Similarly, we're interested in exploring the concept of "home zones" with them

Next CAPE meeting with police Wed 10 April at TAB

Start 11.00 am

Chaired by our friend Gillian Yeung - who is also chair of the Broomfield House Residents Association

Start of a new fiscal year at the Council means new round of Residents Priority Fund

There are some major projects left over from last year that will be towards the top of the list

Starting with work around Whittington as it gets close to the Haringey border

Not to forget Grenoble...
